Tapping into an unsecured WiFi network is a crime almost akin to hacking. 10. Don’t Tip In Singapore, tipping is not a standard practice, so no need to leave some extra coins for your waiter. 11. Don’t Give Gifts Without Research Don’t wrap a gift in white, as that symbolizes mourning, or present a gift with your left hand. Furthermore, it’s common to refuse a gift not once, twice, but three times before accepting it! 12. Don’t Smoke in Public Public smoking is prohibited. There are some designated places where you are permitted to puff, but there’s a $200 fine if you mess up. 13. No Graffiti Spray painting on a wall, or carving a name in a bench could result in a public caning. This city occasionally sentences offenders to punishment for acts of v*ndalism. 14. No Dr*gs – Even Before You Arrive You can get into trouble for having dr*gs in your system when arriving in Singapore, even if you ingested them before you stepped foot in the country. 15. EU Judicial Review - Arts 263 and 265 TFEU

An examination of judicial review and the relevant procedure under EU law and in particular articles 263, 264 and 265. Firstly there has to be a binding piece of secondary legislation such as a regulation, directive or decision and not a recommendation or opinion as these are not binding. A review has to be brought within two months of publication in the Official Journal or two months from when the applicant first new about the act. There are four grounds of review: Lack of competence (Germany v EP & Council [2000] (Tobacco advertising case)) Infringement of an essential procedural requirement (Roquette Frères v Council [1980]) Infringement of the Treaty or any rule of law relating to its application (Hautala v Council [2001]) Misuse of power (UK v Council (Re. Working Time Directive) [1996]) Locus standi for privileged applicants such as the European Council, European Commission, European Parliament and Member States is automatic. Semi-privileged applicants such as the European Central Bank, the Court of Auditors and the Committee of Regions can also challenge legislation when it affects their prerogaative. Challenging legislation through judicial review is much harder for non-privileged applicants as they can only challenge three types of act: An act addressed to that person An act of direct and individual concern A regulatory act of direct concern with no implementing measures The interpretation of direct and individual concern by the Court of Justice has been very problematic. A person is only directly concerned when they are directly affected by a piece of legislation such as in Société Louis Dreyfus et Cie v. Commission [1998]. There can be no intervening discretion exercised by a Member State as was the case in Eridana v Commission [1969]. Individual concern is the most controversial area of judicial review since the case of Plaumann v Commission [1963] and the establishment of the Plaumann test. The idea of a fixed, closed class has been interpreted so narrowly as to be almost meaningless. In fact it almost only ever applies retrospectively as in the case of Alfred Toepfer v Commission [1965]. There have been attempts to ameliorate the effects of Plaumann such as the abstract terminology test of Calpak [1980] but this had little practical effect despite claiming to look behind the form to the substance of a piece of legislation. Codorniu [1994] took Calpak to its logical conclusion but unfortunately has never been followed. Attorney-General Jacobs in Unión de Pequeños Agricultores (UPA) v Council [2002] suggested an alternative test based on whether the legislation had a substantial, adverse impact on the applicant but this was rejected in that case itself as well as in Jégo-Quéré [2004]. The actual meaning of the final type of act (A regulatory act of direct concern with no implementing measures) is still unclear since the Lisbon treaty but both Inuit v EP & Council [2013] and T&L Sugars v Commission [2015] shed some light and suggest the insertion does not break new ground beyond Plaumann. Article 264 empowers the court to annul a piece of legislation if a successful challenge is brought by an applicant. Article 265 is the converse to article 263 and allows a challenge for failure to act. However there has to be a duty to act (European Parliament v Commission [1985]) but the legislation must have been addressed to that person (Lord Bethel v Commission [1982]). Even if the applicant is successful the institution can respond by simply defining its position. An alternative for non-privileged applicants is to use art 267 (the preliminary reference procedure) but this has its own risks. An applicant has to break the law to bring the challenge and it is not certain that a court will make a reference to the CJEU.

An animated guide to the creation of EU legislation from start to finish. Unlike what happens in Member States, in the EU only the Commission can propose directives or legally binding regulations. Neither the States nor the EP have this power. But these proposals never just fall from the sky. In fact, the European Commission listens to voices that are raised across Europe for or against the creation of new laws. At this stage the MEPs are also included. They often adopt recommendations. From 2012 European citizens will also be able to ask directly for new draft laws. For that, one million Europeans from at least seven countries will need to sign a petition. After listening to all sides, the Commission finally presents a draft law. That's the start of a long process which takes 12 to 18 months. The draft then goes to the EU Council, representing the States, and to the EU Parliament, representing the citizens. In 80% of cases, the two institutions have equal power. That's called the ordinary legislative procedure. There's no question of legislating on everything. The EU can make laws on the environment, agriculture, transport... The list is growing. But the States have an absolute right of veto on social security, taxation, or foreign affairs and defence, for example. Returning to draft laws, before adoption, they go through the institutional mill. The EU Council and the EP amend the drafts according to their interests and according to the majorities that take shape. Since the States and MEPs rarely agree first time around, they must negotiate. Two possible outcomes: Either the two institutions reach a compromise and the draft law can be adopted after a vote by MEPs. Or there's no agreement and negotiations must continue. If the negotiations fail once, the clock starts ticking to find agreement before a deadline. If there's still disagreement, the draft law quite simply fails and the whole procedure has to start again. But in fact that very rarely happens. When there's agreement, the new European law is officially adopted and all Member States must then apply it. Well, almost. Sometimes States receive a derogation. If they fail to comply, the European Commission will act once again. It can call bad students to order. And if that fails the Court of Justice of the EU takes over. **This video is only applicable to U.S. citizens living in the U.S.** Wanted to put something together to clarify for my fellow builders and enthusiasts what you may legally manufacture & possess in the United States without a federal firearms license to manufacture (FFL07 or FFL10). Hope this helps! As well, I did forget to mention that muzzle loading guns, guns that do not used fixed ammunition, are not considered firearms under federal law, and therefor not subject to the same regulations. A smooth bore black powder pistol with a .75 caliber bore is perfectly legal, as would be a 12" barreled muzzle loading black powder shotgun. However, as with the other aspects of home building, make sure state and local laws don't differ. Your state may well have regulations on muzzle loading guns, so please know the law before you build! And please remember when rating or commenting, this is not an opinion monologue, is not suggestions on what you should or shouldn't do. It's delivery of factual information on what you can and cannot legally build in the United States, compiled into an 18 minute video to spare you having to sort through dozens of websites and PDF files to figure it out on your own. I know the laws, so gain nothing personally from doing this. Making this video was for the benefit of the entire shooting and gun building community. For those of you not in the United States, I'm sorry that I am not able to cover the laws in your nation, but I haven't the time to research gun laws around the world, and it would be a 15 hour video to cover that much. The Civil Aviation Safety Authority (CASA) has produced this short educational video to help inform travellers how to carry lithium batteries safely in their luggage. Lithium batteries were named the ‘Least Wanted’ dangerous goods for 2014, after they ignited a fire inside the cargo hold of an aircraft just before passengers boarded the flight from Melbourne to Fiji. CASA has also produced the ‘Can I pack that?’ Dangerous Goods App to inform travellers about the dangers associated with these items, what they can and can’t pack in their luggage, and, if an item can be brought on board, guide them on how to do it safely. Mitchell and Jonathan Liberman with Glyn Ayres Edward Elgar Publishing Limited ISBN: 978 0 85793 942 5 www.e-elgar.com 'BIG TOBACCO' - INFORMED DEBATE ON A TIMELY TOPIC An appreciation by Phillip Taylor MBE and Elizabeth Taylor of Richmond Green Chambers Hell hath no fury like a tobacco company scorned. Now that the principle of 'plain packaging' of cigarettes has been reasonably well established across a number of jurisdictions worldwide, it is enlightening to note, as the expert contributors to this book have done, the positively incandescent rage demonstrated by various large and litigious tobacco companies in their overtly hostile and muscle-flexing attempts to bully governments into submission over the plain packaging issue. Interestingly, it is Australia (the first country to introduce mandatory plain packaging of tobacco products) that has been one of the prime targets of the wrath of what the Aussies call 'Big Tobacco' -- hence the fact that the learned, well researched and quite enlightening articles in this book are mostly from Australia-based academics whose outlook is international and whose research is truly impressive. Published in 2012 by Elgar, the book is probably only one example of the intellectual and legal fire power that Australia has had to enlist in order to tackle the relentless campaigning of powerful, cash-rich tobacco companies against it over its stand on plain packaging. For example, as disclosed in the article by contributor Thomas Faunce, the multi-national company, Philip Morris, issued a submission which announced, among other things, that it intended to lodge a notice of dispute with Australia, claiming billions of dollars in damages. This was in 2010, a year before the Australian plain packaging legislation was introduced into Parliament. With a 'no-country-is-too-small' attitude, the company, also in 2010, picked on Uruguay's tobacco regulations. Apparently Philip Morris was well experienced in this type of legal activity, having successfully lobbied the Canadian parliament on plain packaging in 1994. It claimed that such legislation would constitute an illegal expropriation of its trademark and demanded millions of dollars in compensation. In 1997, however, a bill was passed in the US prohibiting the use of government funds, basically to promote the sale, or export of tobacco products, or remove restrictions on marketing them. It was in 2001 that President Clinton signed an Executive Order much to the same effect. 'It was thus no surprise when... the Australian government indicated its resolve to pass the plain packaging legislation' says Faunce. In the Australian context, the dispute grinds on in what he calls the twilight zone between international public law (including human rights law) and commercial arbitration. Any number of related facts, commentaries and analyses of this fiercely contested issue are also dealt with in this important and timely volume, which as far as we know, is one of the few that examines plain packaging issues in depth. If you're interested in tobacco regulation in the international arena, buy this book. With its massive array of research resources, including extensive bibliography and lists of legal instruments, documents, cases and awards, it will certainly assist and inform practitioners, scholars and policy makers in law, medicine and public health worldwide.

Hunters wearing fluorescent pink or blaze orange are required to have a minimum of five hundred square inches of solid color worn as an outer garment above the waist. A solid fluorescent pink or blaze orange hat or head covering visible from all directions must be worn, and is included in the 500 square inches. Sweatshirt and jacket hoods do not qualify as a head covering. Camouflage pink or or orange is not legal. Fluorescent pink and blaze orange garments may be worn together, such as a pink jacket and an orange pack covering. However, a single garment may not have both pink and orange together, such as in a camouflage pattern on a vest or cap. Is it illegal to fly a drone in the Philippines? Are drones illegal in the Philippines? Yes, if you don't have written permission from the Civil Aviation Authority of the Philippines (CAAP). These are the drone laws in the Philippines. I contacted the CAAP before I went to the Philippines to request permission to fly my drone also known as an Unmanned Aerial Vehicle (UAV). It will take about 1-2 weeks to get permission from the CAAP so you may need to plan ahead before you leave for your trip. The CAAP also noted that Airport customs may confiscate your drone if you don't have written permission from the CAAP to fly the drone in the Philippines. Furthermore, the Airport Customs may charge you an import tax of 100,000 PHP (about 2000 USD). This is video shows you what you need to know bring your drone to the Philippines.
